Homemaker/Personal Care (HPC)

Homemaker/Personal Care, often called HPC, supports a person to be more independent while meeting their daily living needs within their home and community.

Examples of HPC supports

  • Self-advocacy training for expressing preferences, asserting rights, and making responsible choices
  • Daily living skills such as meal preparation, personal care, and self-administration of medication
  • Implementation of recommended therapeutic interventions under professional direction
  • Behavioral support strategies for appropriate expression of emotions and social skills
  • Medical and health care services such as routine medication administration
  • Emergency response training, prevention planning, and safe use of equipment
  • Community access services that help individuals participate in community life
  • Assistance with personal finances when provided with other HPC components

Providing HPC

  • Agency and independent providers must have a Medicaid provider agreement and be DODD-certified.
  • HPC can be provided one-on-one or as a group service.
  • Providers may extend services to times when the person is not physically present, such as performing homemaker activities on their behalf.
  • The person's service and support administrator (SSA) assesses the need for HPC and includes it in the Individual Service Plan when appropriate.
